OK at first glance, it seems that Georgie doesn't even realize that he'd already been elected by December 20, 2000. He probably meant after he's innaugurated. But now, four years later, it's apparent: he meant after he gets re-elected. Because it's four years later and he's just now getting around to making this a priority. Bully for you, W.
