1. Send arms and funds to the Muhajedin freedom fighters in Afghanistan. Train their guerrilla forces, including a certain man who flew in from Saudi Arabia to help defend his Islamic bretheren against the invading Soviet forces.
2. Offend that Saudi national by defending his country for him against the Iraqi invading force. Put him in a bad position when he goes to protest his government for this action, and get him exiled from his own homeland.
3. Invade an Islamic country embroiled in civil war and give said Saudi national a chance to drive you out of that country, giving him a chance to show how strong he is to his growing legion of followers.
4. Look the other way as this arab declares holy war on your country, thinking him to be nothing more than an annoying pest.
5. Make several attempts on this Saudi national's life and fail, making him appear to be even more invincible and god-like.
6. Allow this arab's followers to target your country's embassies in Africa, and your war-ships in the Persian Gulf.
7. Allow this arab's followers to enter your country and give them flying lessons, despite the fact that they are on the CIA's watch list.
8. After he has blown up your financial buildings and part of your military infrastructure with hijacked planes, start an international manhunt for this one person and FAIL TO CAPTURE OR KILL HIM.
9. Having failed to capture or kill him, divert everyone's attention away from him by attacking another country in a show of force. Allow that country to destroy your military's morale after having declared victory in that country.
10. Now that no one is thinking of the original offender, allow him to just sit and plot his next move, which he has already shown to be potentially catastrophic.
To say that Clinton or Bush Jr. is responsible for Osama Bin Laden is laughable. Reagan started it all in the early 80's by helping the Muhajedin to rout the Soviets in an effort to get back at them for Viet Nam. Our forces trained Osama Bin Laden in Guerrilla tactics and unconventional warfare. Bush Sr. offended Bin Laden in 1990 by coming to the aid of Saudi Arabia, an act that Bin Laden considered to be dishonorable to the Arab world. For 25 years we've been fostering and growing this terrorist under ideal conditions, and now we're trying to take him out using conventional means?
I fear the worst for our future as a country.
